If the surrogate fails to qualify, the intended parents are left in a difficult position. They may have to wait an uncertain amount of time for a rematch with another surrogate, and the fees they’ve already paid are usually non-refundable.
This creates a situation where intended parents feel stuck with one agency, even if the process takes shorter than expected.
